A toolbar that works down to 320px

Most of this release is about controls that hold up at any width, and a rendering path that stops drifting. The toolbar now adapts from 1440px down to 320px, zoom moves to sliders with editable value fields, and iframe sizing, zoom, overlays, and mockups all run through a single geometry pipeline. Hard reload and synced scrolling both got more reliable along the way.
Improved
Responsive toolbar. The toolbar now adapts from 1440px down to 320px. Tools that don't fit collapse into a More tools menu with side flyouts, and when a flyout can't fit beside its row, it switches to a drill-in mode instead.
Zoom sliders. Zoom controls are now sliders — Content and This pane per pane, plus All panes globally. Each has an editable value field, so you can type an exact value instead of nudging toward it.
Hard reload holds up on long reloads. Cache-bypass is now coordinated through leases and heartbeats, so the cache-disabled window can't be dropped before the reload finishes.
Synced scrolling is more precise. Panes track each other more closely as you scroll.
Sync works again on pages whose body only looks scrollable. Those pages used to fall out of sync; they now stay locked to the other panes.
Steadier pane rendering. Iframe sizing, zoom, overlays, and mockups now flow through one geometry and invalidation pipeline, which reduces layout drift.
Measurement panes come back correctly. They now restore properly after a page restoration.
Fixed
Toolbar menus now open atomically and are torn down in sync with toolbar state, so you no longer get stray menus left on screen.
Content zoom is now honored when a pane is created and when a pane is resized vertically.
